NHG giving advices on the private education development of Vietnam

On May 6th, the expert seminar on the topic of "private education and its development orientation in Vietnam" organized by the National Assembly (NA) Committee for Culture, Education, Youth, Adolescents and Children (CCEYAC) took place at Hong Bang International University (HIU).

In order to survey and evaluate private education activities as well as orient the objectives and future tasks, preparing for the revised education law which would be approved in the upcoming National Assembly session (in June 2019); the seminar gathered nearly 30 famous educational experts, managers, scientists and educators in the private education to collect practical suggestions.

Private - public schools as wings

Associate Professor, Dr. Phan Thanh Binh, chairman of the NA CCEYAC supposed that private education was very important because it along with the public education is considered “a pair of wings” of the Vietnamese education system.

Since 1986, education has been defined as the leading national policy. However, “public wings” now account for 84% and “private wings” contribute only 16%.

According to him, while the awareness of society and the legal system have been formed, legal corridors can help private education to develop.

"There are good signs in private education, but there is also a question: what private education needs to do to develop more", said him.

In response to that question of Mr. Binh, Associate Professor, Dr. Thai Ba Can, deputy CEO, university development affairs of Nguyen Hoang Group declared that the quality of public education has not met the social development needs yet, even lag behind the development of international education. Therefore, it is necessary to promote the development of private education.

Private education has many advantages

e shared that one of the advantages of private education is: "unit investment rates are often high, so private education services usually have higher quality than public ones”.

Associate Professor, Dr. Thai Ba Can said that the flexibility in administration and management helps private education quickly access the development of the labor market as well as the world education level.

Associate Professor, Dr. Ho Thanh Phong, president of Hong Bang International University, said that Vietnamese education has been influenced by the trend of globalization and digital technology. As he described, university is no longer an elite university but a university of mass. The public universities have tried very hard while providing such a large human resource is impossible, so they need to assign this task to the private universities.

Competition on the quality of education

“As a result, fairness and competition must be based on quality factors. Only this path can clearly identify the strong and weak universities. The triangle model has 3 vertices, including: university; industry and government. These 3 things must be balanced to help the university develop. However, the private education is currently lacking at the top of the government (policies).

rofessor Dr. Mai Hong Quy, president of Hoa Sen University said: “If private universities have affirmed their quality, the management approach must change. The most important change is still changing awareness. Besides, the current university autonomy is high, but not yet assured”.

Dr. Ha Huu Phuc, resident of Gia Dinh University said: “The position of the Committee is very important in private education development. Why is our K-12 education quite stable and even highly valued in the world ranking while higher education is not? Therefore, it is necessary to strengthen higher education and solve many difficulties in educational and training program, land possession, enrollment...”.

Reportedly, Nguyen Hoang Group is one of the leading educational units with a large private education system from preschool to university, having a scale of more than 65,000 students and 50 educational campuses in 16 provinces, cities.
