University Council
With the function of advising on university development strategy and professional work of universities, the University Council of NHG consists of 18 members including leading experts, researchers and educators with extensive experience in the field of university.
NHG University Council will decide the development orientation of the university affairs, the development strategies and annual operational plans of the universities.

Assoc.Prof.Dr. Thai Ba Can
A member of the standing committee of Vietnam Mechanics Association and Chairman of HCMC Mechanics Association.
Doctorate of solid mechanics at Bacu General University (Soviet Union).
Associate Professor, Dr. Thai Ba Can has been teaching since 1976 and holding many positions of senior management in education.
Associate Professor, Dr. Thai Ba Can was the principal of the HCMC University of Technology and Education, vice president of the Vietnam Mechanics Association (2003-2013), president of Hong Bang International University (2015-2018).
Dr. Do Manh Cuong
Dr. Do Manh Cuong has more than 9 years in the position of director of research and development at the Institute for Professional Education and over 13 years of teaching and management at the HCMC Pedagogical University.
Assoc.Prof.Dr. Nguyen Thi Hoai Phuong
Assoc.Prof.Dr. Nguyen Thi Hoai Phuong has nearly 35 years of experience in management and lecturing at universities and 25 years as a lawyer in consulting and litigation. She has written 14 textbooks and monographs for undergraduates and postgraduates in laws and human rights.
She used to be Deputy Head of Civil Law Faculty - Ho Chi Minh City University of Laws, Deputy Director of the Institute of Business and Management, and Head of Business Laws for Postgraduates at Hong Bang International University.
She is also a member of the Ho Chi Minh Bar Association, arbitrator of the Vietnam Lawyers Commercial Arbitration Center, member of the HTA Arbitration Center, and member of the Editing Board of European Science Journal.
Assoc. Prof. Dr. Vo Thi Ngoc Thuy
Assoc. Prof. Dr. Vo Thi Ngoc Thuy was born in 1984, obtained PhD degree in Management Science, majoring in Marketing in France at the age of 29. In 2018, she was one of the young doctor degree holders promoted to Associate Professors in Vietnam.
She had many years teaching at Hue University, Vietnam National University Ho Chi Minh City (VNU HCMC), Aix-Marseille University and University of Kedge in France, 15 years of experience in management positions, including 2 years of experience as Deputy Director of the HCMC Tourism Department; 6 years as Deputy Director of International Training Institute under VNU HCMC. She used to be the Ambassador of the French Marketing Association in Vietnam.
Prof. Dr. Pham Van Linh
Prof. Dr. Pham Van Linh graduated with a Doctor of Medicine from Hanoi University of Medicine and Pharmacy and was promoted to Professor in 2013. He has nearly 40 years of experience in education at major universities; used to be President of Hue University of Medicine and Pharmacy, Director of Hue University of Medicine and Pharmacy Hospital; President of Can Tho University of Medicine and Pharmacy, Chairman of the Council of Can Tho University of Medicine and Pharmacy, Director of the Can Tho University of Medicine and Pharmacy Hospital.
Prof. Pham Van Linh has been the main author and co-author for 18 textbooks and 12 thematic books on surgery and medicine. He is the author of 150 scientific articles published in medical and pharmaceutical journals, including 9 articles in prestigious international journals.
Assoc.Prof.Dr. Pham Van Song
Assoc. Dr. Pham Van Song graduated with a doctorate from the Technical University of Berlin (Germany) and then was promoted to Associate Professor in 2015. He has more than 20 years of work in education, including 7 years’ overseas lecturing.
He used to be Vice President cum Head of Research Management Department, Vietnam-Germany Univerasity; Deputy Director of Campus 2, Thuy Loi University cum Deputy Director of Institute of Irrigation and Environment; Deputy Director of Center for Hydraulics and Hydraulics, Southern Institute of Irrigation Science. He has nearly 30 works published, and 20 scientific research projects and topics.
Dr. Vu Thi Phuong Anh
Doctor of Educational Measurement and Evaluation (La Trobe University, Australia, 1998).
Dr. Vu Thi Phuong Anh started teaching in 1983 and has held many management positions in universities.
She has held the position of director of the Center for Testing and Quality Assessment of the National University of Ho Chi Minh City, and is currently a member of the executive board of the Viet Tesol Association (VTA).
