On December 19, 2025, the National Scientific Conference 2025 themed “Developing the Private Economy in Ho Chi Minh City in Line with the Politburo’s Resolution No. 68-NQ/TW” was held in Ho Chi Minh City, bringing together a wide range of scholars, experts, policymakers, and representatives of the business community.

The conference was co-organized by Gia Dinh University, the Southern Institute of Social Sciences, and Ho Chi Minh City University of Law, aiming to foster academic exchange, assess current challenges, and propose policy-oriented solutions for the development of the private economic sector in Ho Chi Minh City for the 2026–2030 period.

Private economy: a key growth driver facing structural bottlenecks

Ho Chi Minh City is currently one of the most dynamic localities in terms of private economic development, with the sector contributing more than 60 percent of the city’s GRDP and generating employment for millions of workers. However, the private sector continues to face persistent challenges, including limited access to capital, complex administrative procedures, and increasing pressure from international competition.

Against this backdrop, the conference co-hosted by Gia Dinh University was widely regarded as a highly practical academic forum, helping to clarify core issues and propose policy approaches aligned with the spirit of Resolution No. 68-NQ/TW.

A prestigious academic platform bringing together multidisciplinary expertise

The conference featured the participation of many prominent scholars, experts, and policymakers, including Associate Professor Vu Tuan Hung, Director of the Southern Institute of Social Sciences; Dr. Hoang Thi Thu Huyen, Deputy Director of the Institute; Associate Professor Cao Minh Tri, Head of the Faculty of Management at Ho Chi Minh City University of Law; along with economists and representatives from leading enterprises.

Notably, the active academic contributions of Gia Dinh University’s lecturers and researchers underscored the institution’s proactive role in linking scientific research with the socio-economic development needs of Ho Chi Minh City.

Reaffirming the role of the private economy in a new development model

Speaking at the conference, Associate Professor Nguyen Duc Minh, Vice President of the Vietnam Academy of Social Sciences, emphasized that within a socialist-oriented market economy, the private sector is not only a driver of growth but also a critical force in enhancing labor productivity and national competitiveness.

Scientific presentations at the conference focused on analyzing the role of the private economy in economic growth, structural transformation, investment, exports, and job creation, while also identifying limitations related to productivity, technology, and international integration during the 2021–2025 period.

Based on these assessments, participants proposed several key solution groups for the 2026–2030 period, including improving institutional frameworks and support policies for private enterprises; enhancing access to capital and financial resources; and promoting digital transformation, innovation, and the development of a start-up ecosystem.

Through the conference, Gia Dinh University reaffirmed its role as a bridge between scientific research, policy development, and business practice.

In addition, green growth, sustainable economic development, and strengthened regional linkages were identified as crucial factors for improving the long-term competitiveness of Ho Chi Minh City’s private economic sector.

As a co-organizer and academic focal point, Gia Dinh University continues to reaffirm its role as a research-oriented and training institution that works alongside the State and the business community, contributing scientific knowledge to the formulation and refinement of policies for private economic development.

The research findings and policy recommendations generated from the conference are expected to contribute to the effective implementation of the Politburo’s Resolution No. 68-NQ/TW, fostering the robust and sustainable development of Ho Chi Minh City’s private economy in the coming years.
